Tianjin Environmental Protection Bureau TEPB
| The government of China has transferred the
responsibility for the technical realization of the Program Policy
Advisory Service and Environmental Management for Enterprises to Tianjin
EPB. The responsibility of the Tianjin EPB will be mainly for the
Component 2. |
The tasks and responsibilities of the EPB's on the provincial
level are complementary to those of SEPA at the national level. EPB's
are responsible for environmental planning, monitoring and implementation
of laws and regulations at the provincial level. SEPA is technically supervising
and also partly financing EPB's.
The complementary relations between SEPA and the TEPB are a
good pre-condition for the success of the Program. While the access of
SEPA to the industry is limited the access of the EPB to the industry
on the local level is easier. Compared to SEPA the TEPB has certain autonomy
with regard to developing and testing environmental management systems.
Also, the TEPB tend to be more flexible concerning specific local environmental
education issues.
