Introduction
| For China's economic and
social development the first five years (2001-2005) of the 21st century
will be a vital period. During these years the WTO membership is going
to provide China with a more important role in the economic globalization
process. Another important issue during this time is China's focus
on the development of the Western provinces of China. |

Moreover, there are tough tasks ahead for both central and
local governments to balance their economic goals and environmental objectives
set in the Tenth Five Year Plan (2001-2005) for National Economic and Social
Development.
While the Chinese economy should maintain to grow rapidly
the environmental authority SEPA has to ensure that the national environmental
objectives are met. The growing environmental concern from inside and outside
China raises a wide range of challenges to the environmental protection
in China.
Germany is China's largest European economic and trading partner. Germany
is also one of the leading countries in environmental protection. Since
26 September 1999, when China and Germany signed the Agreement on environmental
cooperation both countries conduce a fruitful cooperation on environmental
issues.

In December 2000 a Sino-German Environmental conference
was held. A new quality of bilateral ties on environment and development
